The fundamental purpose and justification of Government existence is the well being of the people of Uganda. The strategy for achieving this is rapid economic transformation. The majority of the 3.8 million households in Uganda are rural based and depend on agriculture for their livelihood. They constitute the largest part of the private sector in terms of population, employment and exports.

Unfortunately, the standard of living of these agro-based households remain at the lowest level of income in the world. If left on their own, without decisive and definitive intervention, poverty will not be eliminated. It is against this background that government has produced the Rural Development Strategy (RDS) to facilitate profound agrarian productivity.
