By making all NAADS interventions gender-responsive and gender-focused such that both men and especially the women are uplifted. This is being done through:
implementing a strategy which incorporates gender (and poverty) issues into NAADS planning and implementation
sensitising districts in gender issues and concerns
identifying indicators to address gender issues at the district and sub-county levels
