WAY FORWARD ON NAADS IMPLEMENTATION

 

  1. Selection of 6 demonstration farmers/Households per parish
  • NAADS to use improved guidelines in line with Prosperity For All in farmer selection.
  • Sub-County Committee to mobilise farmers at parish level for the selection process. The farmers in the parish to select the 6 farmers from among themselves

    Support to selected farmers and Enterprise Mix

    • All selected farmers should be guided by local leadership and Technical officers including Commercial Officers, to engage in profitable enterprise mix and ensure food security, sustainable income and employment using the criteria in the guidelines for farmer selection

    3. Provision of Extension Services

    • Where the Extension staff exist, NAADS to facilitate.
    • Where they don’t exist Local Governments to hire in the short run.
    • Local Governments to plan recruitment to fill the gaps.

    4. Zoning

    1. Enterprise selection should also be guided by national zoning strategy designed to increase productivity, production and volumes for linking with markets.

    5. Low funds absorption by districts

    1. MFPED should adopt seasonal release of funds to districts.
    2. Districts/subcounties should conclude the planning and procurement processes in the last quarter of the preceding FY.
    3. The farmer selection process should similarly be concluded in the quarter.

    6. Availability of inputs to farmers (Fertilisers, seed/stocking materials and pesticides)

    1. MAAIF and MFPED to develop a strategy involving the private sector to generate planting and stocking materials in the immediate, medium and long-term measures.
    2. NAADS to undertake demonstrations in order to build farmers’ capacity
    3. MAAIF to encourage input use and provide necessary support for farmers to access inputs on the market.

    7. Resources to support Demonstration Farmers

    1. Micro-finance to target all the farmers for loans to complement support received under NAADS. This is to avail farmers with affordable credit for agri-business.

    8. Resources to support primary agro-processing

    1. Government to provide the necessary support for Agro-processing. MAAIF to push for possible agro-processing credit to support the private sector.
    2. Public/Private partnerships to be actively fostered.

    9. Accountability of resources (physical & financial reports)

    1. Districts to ensure that implementers take personal responsibility for non-compliance besides other measures.

    10.  Better targeting of NAADS funds

    • The proportion of NAADS funds for inputs and advisory services should be increased up to 75-80%
