Supplementary Guidelines to NAADS Implementation
The release of funds for the NAADS Programme activities was put to a halt with official suspension since 10th September 2007 by H.E. the President. This was to allow Cabinet to review programme implementation to address the challenges and shortcomings for more efficient and effective implementation of the program and maximize farm level earnings in line with Prosperity For All (PFA) aspirations. Subsequently, Cabinet approved specific action points designed to refocus programme implementation and funding of NAADS activities was lifted with directives to reopen NAADS operations in line with cabinet action points.
The supplementary guidelines are accordingly taking into account cabinet directives to guide the implementation of NAADS activities at all levels. The areas covered include:
- Guidelines for selection and supporting Demonstration, Lead, Model and Nucleus farmers at different levels of Local Governments under NAADS Programme.
- Guidelines for the utilization of different categories of extension workers for the provision of agricultural advisory services to farmers under the NAADS Programme.
- Guidelines to provide quality assurance services for both goods and services provided to farmers under NAADS Programme.
- Guidelines for the use of Community Procurement System at Local Government levels for increased transparency and efficiency.
- Additional financial guidelines
It should be noted that these guidelines should be to supplement the “NAADS IMPLEMENTATION GUIDELINES, Revised August 2007” with sections 1 -4 as “new”. In designing supplementary guidelines, reference has been made to the previous guidelines wherever necessary to avoid possible contradiction.
