NAADS New Components

The Component 1: Farmer Institution Development
The design and funding emphasis of the NAADS focuses on farmer institution development (FID) mostly within the sub-county, and with the main focus in managing and taking charge of advisory service delivery. Greater focus will now be given for farmer capacity to perform multiple functions and to develop into higher-level institutions, even beyond the sub-county, and contribute to the enhancement of the quality of service delivery. This component will support initiatives to transform farmer institutions into economically viable entities. In addition to developing or strengthening Famer Groups (FGs) and Farmer Fora (FF), this component will support the development of:
  • Farmer Groups (FGs) & Farmer Fora (FF) developed and/or strenghened
  • Parish Coordination Committees (PCCs)
  • developed and/ or strengthened
  • Sub-county Enterprise Development Fund Committee

  • Community Based Facilitators (CBFs) System
  • developed and/ or strengthen
  • Higher level entities (groups/associations) developed and/or strenghthened for effective participation in marketing

  • Internal resource mobilisation and revolving funds schemes
  • encouraged
  • M&E capacity inherent in farmer institutions undertaken by lead farmers or group facilitators

  • Participatory M&E especially at the farmer level undertaken
Component 2: Advisory services and information to farmers.
The main activity areas under this component are:
  • Advisory services delivery and contract supervision undertaken

  • Technology demonstrated to farmers to enhances farmer learning, uptake and use of advisory services. Greater coordination will be effected with NARO
  • Information sourced and/or developed, packaged, and disseminated to farmers/ stakeholders
  • Market oreinted technology development and linkage with research undertaken .
  • Feed back for formulation of research agenda provided.
Component 3: Agri-business Developed and Market Linkages
Experiences to-date suggests that NAADS should be more pro-active in the development and promotion of technology in support of enterprise development as well as in addressing basic market issues. For greater focus on agri-business, the continuum for enterprise development, right from research linkage for enterprise promotion to marketing, need be complete within one component. Activity areas in this component include:
  • Market oriented (on and off-farm) technology development and linkage with research
  • Provision of market information and conducting market studies
  • Facilitating innovations in market chain development
  • Farm business development
  • Partnership development for market access.
  • New enterprises promoted and their opportunities exploited
Component 4: Capacity Development for Service Provider
The NAADS design provides for this in capacity development and in development of private sector service provider institutions. Based on the implementation lessons and experiences, the term ‘service provider’ is being taken in a more broad sense to include all types of entities that will offer services to NAADS, including NGOs. Activity areas in this component include:
  • NGO capacity Development for FID services delivery
  • Support establishment of private sector service provider entities
  • Development of capacity of local and national service providers
  • Support establishment and development of service provider networks for information acquisition and sharing
  • Development and implementation of standards for service provision
  • Internal regulation of private sector institutions
  • Support to development of input distribution/supply networks
Component 5: Planning, Monitoring and Quality Assurance
The component will ensure elaboration of effective strategies, interventions and standards; and ensuring that programme implementation is consistent with agreed procedures and guidance. The local governments will have the main responsibility of undertaking technical audits to ensure that advisory services are of good quality. Farmers will also take active role in assessing the quality of services through participatory monitoring and evaluation. The main elements under this component are:
  • Planning – formulation of plans, budgets, strategies, etc.
  • Monitoring implementation at all levels – Secretariat, district, sub county and community
  • Technical and financial audits of services
  • Adoption and dissemination of product /performance standards.
  • Evaluation of programme impacts and effectiveness

Component 6; Programme Management and Coordination
The main areas under this mandate are:
  • The day-to-day management of the Secretariat, including financial and human resource management
  • Coordination of the activities of the Board (and later National Farmers Forum)
  • Liaison and with MFPED and MAAIF
  • Engagement with the PMA, Development partners, PMA secretariat etc
  • Interface with policy and stakeholders at national, regional and international level
  • Engagement with private sector, especially at the national level
  • Harmonisation with public and private agencies/programmes with interventions related to Agricultural Advisory Services
  • Compilation & dissemination of information for Secretariat and NAADS stakeholders.
