Overview and Background
Take courage my country! Take courage my people! \r\nCanaan Farmers School thinks of people and nation first before attempt \r\nall things.
The President's Office and \r\nCanaan Farmer School in South Korea made numerous correspondences, \r\nregarding the need to adopt and adapt the Korean model of rural \r\ndevelopment through mind set change which was key in transforming South\r\n Korea from one of the third world countries in the 1960s to the 10th \r\nlargest economy in the world today. Korea's own experience of training \r\non mind set change produced enormous positive results in development and\r\n improved the people of South Korea's abilities to execute thoughts \r\ninto actions as well as transferring positive energy which general \r\ntheoretical school education or job training failed to do. Therefore \r\nmindset training derives from the Korea's unique human capital.
A series of meetings were held between the Korean
delegation\r\n and MAAIF and other stakeholders to forge a way forward towards His \r\nExcellence the President's decision to start up the National Farmers' \r\nLeadership Centre (NFLC). The Korean delegation team was satisfied with\r\n Kampiringisa.
Subsequently, on April 19, \r\n2011, Government of Uganda signed a Memorandum of Understanding with \r\nthe Government of the Republic of South Korea to establish a National \r\nFarmers' Leadership Centre (NFLC) in Uganda. The Government of Uganda \r\nidentified part of the land currently occupied by Kampiringisa Juvenile\r\n Rehabilitation Centre and directed that 50 acres out of 372 acres of \r\nland under use, be allocated to the Ministry of Agriculture Animal \r\nIndustry and Fisheries (MAAIF) for implementation of the said project \r\n(NFLC).
It was against this background, \r\nthat an Interim Technical Committee under the Chairmanship of the NAADS\r\n Planning, Monitoring and Evaluation Manager was appointed by the \r\nPermanent Secretary, Ministry of Agriculture\r\n Animal Industry and Fisheries to fast track the process of formulating\r\n , designing and coordinating of the establishment of the National \r\nFarmers' Leadership Centre for the above mentioned purpose and ensure \r\nthat Uganda government complied with the time lines in the Memorandum \r\nof Understanding that the Government of Uganda signed with the Republic\r\n of South Korea.
