This performance evaluation of the National Agricultural Advisory Services (NAADS) has been carried out under the terms of agreement between the Government of Uganda (GOU) and the Development Partners by a firm of independent evaluators (ITAD Ltd) at the end of Phase I (2001/2 to 2007/8).

IFPRI NAADS assessment report

The National Agricultural Advisory Services (NAADS) program of Uganda is an innovative publicprivate
extension service delivery approach, with the goal of increasing market oriented agricultural
production by empowering farmers to demand and control agricultural advisory services. Although initial
evaluations of NAADS have been quite favourable, these evaluations have been primary qualitative in
nature.
